PROPOSED IMPROVEMENTS AT THE BEACH

Saltcoats Town Council, by a majority, has agreed to erect a kiosk in Melbourne Park.

By arrangement with Mr. William Allan, factor to Captain Cuninghame of Auchenharvie, the sea wall opposite the Mission Coast Home is to be repaired and the ground put in order.

PROPOSED NEW ESPLANADE

At a meeting of Saltcoats Town Council – Provost Guthrie presiding – Mr. W. R. Bogle moved that it be remitted to the Shores and Improvements Committee to prepare a report on the cost of constructing a concrete sea-wall from a line near the termination of the West Esplanade in Windmill Street to a point in the harbour within the ground and foreshore belonging to the burgh; also, a statement showing the amount of ground that could be redeemed by filling up between the sea-wall and the present high-water mark.

The motion was unanimously agreed to, and the committee was empowered to try and get the adjoining proprietors to co-operate in the expense.

MUNICIPAL MEETING – SALTCOATS

At the monthly meeting of Saltcoats Town Council last night – Provost Donaldson presiding – the question of constructing a bathing pond at the North Pans, which was remitted to the Shores and Improvements Committee for further consideration, again came up.

The committee recommended that the Council, by special order, agree to proceed with the construction of the pond shown on the plan prepared by the burgh surveyor, excavated to the depth shown, but only to the extent of Sections A to C, the total estimated cost being £753, the clerk to give the give the statutory advertisement of the resolution if carried, and to call a special meeting of the Council to confirm the resolution on the Monday following the last advertisement.

Mr. H. Arnott, convenor, moved the adoption of the recommendation.

The committee, he said, had gone fully into the matter, and were convinced that a pond was necessary. The depth of the water in the enclosure would be from three to seven feet, and the Council next year could proceed with more excavating if the revenue permitted. They were quite convinced that the estimated cost would not be exceeded.

Mr. Blakely seconded the motion.

Mr. McGavin moved an amendment that the pond be not constructed. He had found that the public were quite against the scheme, and if a plebiscite of the ratepayers was taken the result would clearly show that to be the case.

Mr. Thomson seconded the amendment.

Personally he was not against the pond, but he thought the ratepayers did not desire it. The estimated revenue was, in his opinion, highly problematical; instead of estimating 100 or 120 bathing days they should estimate sixty, July and August. By doing so they would find that £50 would be the amount drawn, while the expenditure would reach £100.

Messrs McKirdy, James Miller, junior, and the Provost spoke in favour of the scheme.

A vote was taken, which resulted in the motion being carried by six to three. This being a sufficient majority, the Council agreed to proceed with the work.

WIFE DESERTION

At Kilmarnock Sheriff Court yesterday PETER MORISON, seaman or labourer, lately residing at Green Street, Saltcoats, was charged with deserting his wife on 11th December last, whereby she became chargeable to the Parochial Board of Ardrossan.

He pleaded not guilty, but was convicted, and sentenced to 30 days’ imprisonment.

AYRSHIRE BURGHS’ HOUSING PROTEST

“Another injustice to Scotland” was how Bailie Gourlay, Saltcoats, characterised the allocation of 8000 fewer houses to Scotland than were in hand at the present, when he directed attention to this anomaly at a meeting of the Ayrshire Burghs Association held yesterday in Ayr.

In the 11 regions of England the numbers shown were in excess of the houses at present being constructed. It was a shame that the allocation of labour and material to Scotland should be so low.

The meeting agreed that the point raised should be brought to the notice of the Convention of Royal Burghs.

By 12 votes to 5 a motion by ex-Provost Adair, Saltcoats, was carried to the effect that the Association represent to the Secretary of State for Scotland that the wood allocated to the local authorities should be utilised to best advantage as recommended by their own experts.

By a similar margin of voting the Association carried a motion by ex-Provost Adair that they protest to the County Council against a decision of the Education Committee to abolish payment of fees in seven Ayrshire schools. He stated that there would only be one reason for the decision, class distinction, which did not exist.

Provost Cairns, Kilmarnock, who moved the amendment maintained that it did exist, and he presumed the decision would be endorsed by the County Council.

THE BURGH BAND

At the monthly meeting of Saltcoats Town Council – Bailie Arnott presiding – a communication was read from Mr. A. M. Arnott, secretary to the Band Committee reporting the result of the committee’s work in connection with the forming and equipping of the band with instruments, uniforms, &c., along with the sum of £225, being balance from the recent bazaar, the money to be used towards the erection of a bandstand in Melbourne Park.

The chairman expressed his gratification at the satisfactory state of affairs, and it was remitted to a committee to consider the best working arrangement for the band, and report at the next meeting of Council.

ARDROSSAN AND SALTCOATS JOINT HOSPITAL

Offers have been accepted by the Joint Committee of the Town Councils of Ardrossan and Saltcoats for the rebuilding and extension of the joint hospital at Springvale.

The total cost is £6297, and it was reported that the offers were about £2000 less than the estimates given a year ago.
