SALTCOATS COMMISSIONERS AND THE PUBLIC HEALTH ACT

A special meeting was held on Monday night for the purpose of considering a communication from the Association of Burgh Officials of Scotland calling attention to a resolution passed at a recent meeting of the Association of County Councils, which proposed that an amendment be made on the Local Government Bill, by which the jurisdiction as regards public health, vested in the Commissioners, of burghs having a less population than 7000, should be transferred to the County Council and district committees.

Provost McIsaac said every police burgh should note specially the attitude which the Association of County Councils has taken up with regard to police burghs, not only with respect to the resolution they had met to consider but in other respects. These burghs, so far as they relate to subscription and representation in the association, are not recognised as having a separate status in the same way as Royal and Parliamentary burghs are, but are treated as if they were part and parcel of the counties in which they are situated, and the object of this resolution was to make them in reality part and parcel of these counties as regards the administration of the Public Health Act, and take away from them their present separate existence as independent Local Authorities.

It did not appear from the reports of this meeting of the Association of County Councils that any particulars were stated as to the improper administration of the Public Health Act in the small burghs, or that any arguments or statistics were adduced to show that the work would have been any better done under county management.

The assertion made by Mr C. G. Shaw, of Ayr, that “the police burghs of Ayrshire are hot-beds of disease” was, if correctly reported, enough to create alarm.

For the comfort of visitors in Saltcoats he could state that it had never been in a more healthy state.

The medical officer’s last report stated that not a single case of infectious disease had been notified for the last six weeks.

QUEEN’S JUBILEE - SALTCOATS, ARDROSSAN, AND STEVENSTON

On Saturday afternoon an outdoor demonstration took place in honour of the Queen’s jubilee.

The procession mustered at Kyleshill School ground, Saltcoats, and consisted of E Company, 1st Ayr Rifles (Ardrossan and Saltcoats); Saltcoats Solomon Lodge of Free Gardeners; Cunningham Lodge of Oddfellows; Ardrossan lifeboat, mounted and drawn by horses; Ardrossan rocket apparatus; and carters mounted on horses.

Two brass bands accompanied the procession, which marched through the principal streets of Saltcoats, Ardrossan, and Stevenston, and had a fine appearance, handsome flags, and devices being shown. The Volunteers fired a feu de joie in each of three towns.

Before dismissing the processionists formed in square in Kyleshill School ground, the bands played the “National Anthem,” and cheers were given for the Queen.

There was a large turn-out of spectators to witness the demonstration, and the weather was very fine.

MOUNTAIN AND SEA

Saltcoats:

After the welcome showers on Friday, Saturday, and Sunday vegetation has been refreshed, and the country is looking at its best. There has been a rise in the temperature, and we have had sunshine all day Monday.

At the bathing pond there has been a big attendance, and the driving excursions are well patronised. The week-end was busy with excursionists.

Houses are being taken freely for July, but there are still a good many unlet.

MOUNTAIN AND SEA

Saltcoats:

Unsettled weather has prevailed for some days. After a fairly good day on Tuesday, rain set in on Wednesday. The copious showers have been of advantage to growing crops.

A mixed foursome competition, for which there were 60 entries, took place on Tuesday evening on the Ardrossan and Saltcoats Golf Course.

On Saturday the extended swimming ponds for ladies and gentlemen will be opened. There will be a swimming gala, and a good programme of events has been arranged.

Houses are well let for July, and a considerable number of visitors have arrived.

A GLASGOW GENTLEMAN DROWNED AT SALTCOATS

Yesterday morning, about half-past six o’clock, Messrs JAMES SIBBALD (Cashier to Messrs Chalmers, Trongate) and ROBERT MURRAY, Grain Merchant, Glasgow, who are at present residing at Saltcoats, went out to bathe in the sea opposite Melbourne Terrace.

Finding himself getting into deep water, Mr Murray called out to his companion, who could not swim, to follow him in the direction in which he was; but immediately afterwards Mr Sibbald cried that he was drowning. Mr Murray, who could swim a little, at once hastened to his friend’s rescue, and succeeded once in getting hold of the unfortunate man by the hair of the head, but owing to the violent exertions of Mr Sibbald he had to let go his hold again. The body immediately after that sunk out of sight.

The spot where the gentleman was drowned is a very dangerous place known as “THE PLUMB,” where three other bathers, at different times, have lost their lives. It is situated near the corner of a rock, where it is supposed there is an undercurrent, working the sand into a large hole.

We would suggest the propriety of fixing a danger buoy at the point where the accident happened, as a warning to strangers bathing there.

Mr Murray at once got two men and a boat and went over the whole ground with grapnel irons, but had to give up the attempt to recover the body for a time till the tide would ebb again. The body, however, was recovered in the afternoon.

The deceased who resided at 100 West Graham Street, Glasgow, has left a widow and three of a family (who were down enjoying the summer season at Windmill Street, Saltcoats) to deplore his loss. Much sympathy is felt and expressed for Mrs Sibbald and family in their sad bereavement.

Mr Sibbald was a young married man of excellent Christian character, was a member of Kent Road United Presbyterian Church (Rev. Dr Brown’s) and acted with much acceptance as secretary to the Committee for Missionary Operations of that congregation.
