Someone will tell you for sure but I suspect that may once have been the Custom and Excise Office and if so, being a Government establishment, they would fly the Union Jack on designated public holidays and other nominated days.

Stephen, I knew William from watching and playing schools football and repeat that he was a phenomenal player. I cannot think of any individual player - schools, amateur, junior, premier league, 1st, 2nd, 3rd divisions, international - that could single handedly turn a game like Willie Bagnall. And ...
